Throop Borough Council held a Special Work Session/ Meeting on
Monday, June 15, 2009. Representatives
from USEPA and PADEP attended the work session to discuss the Marjol Battery Site.

Throop Borough Council Worksessions
Since the start of construction (May 2008), Advanced GeoServices
Corp. (AGC) on behalf of Gould Electronics Inc. has been attending
Throop Borough Council’s Work Sessions on a regular basis to provide
updates on the construction activities at the Marjol Site. It is
expected that AGC will continue to attend these Work Sessions and
provide regular updates throughout this construction season.

SUMMARY OF 2009 ANNUAL BLOOD LEAD SCREENING PROGRAM
The annual blood lead screening was conducted in three parts. Lab
Corp. from Throop conducted the door-to-door screening and the
screening in the Throop Borough Civic Center on July 22, 2009. This
year, participants were also able to go to directly to Lab Corp. in
Throop from July 20th through August 3rd for the blood lead
screening.
1) How was participation in the 2009 screening?
Overall, a total of 57 individuals were tested. Of the 57 tested,
16 were children 12 or younger. See the table below for a summary
of participation over the past few years.

2) What does my blood lead result mean?
The blood lead reports sent by Lab Corp. indicate the following
blood lead reference numbers: “In general, for an adult (or older
child), a blood lead level under 25 is considered within the
reference range. For a child, a blood lead level under 10 is
considered within the reference range. The OSHA regulatory level
for workplace exposure is under 40 ug/dL.”
This year, and every year since 1997, there has been no child (aged
12 and under) tested with a result above 5 ug/dL. For the past 8
years, no adult has tested above 10 ug/dL.
3) What was the average blood lead level for those tested this year?
The overall average blood lead level this year was 2 ug/dL. The
average blood lead level for the children 12 or younger who were
tested was 2 ug/dL. Of the other individuals tested (age 13 and
older), none tested above 5 ug/dL.
INFORMATION FROM THE REVISED COMMUNITY RELATIONS (CR) PLAN IN THE

Gould intends to provide information and address questions and
concerns from members of the community.

Gould’s Community
Relations Representative for the Marjol Site is Lisa Ayers. During
construction activities, Lisa Ayers will be distributing
newsletters, posting updates on the web site, and calling local
residents to keep people informed of activities at the Site.
To address the concerns expressed by Borough officials and
residents, the revised Community Relations Plan states that if an
unexpected event (that does not constitute an emergency) occurs at
the Site during the construction process, Gould’s representative at
the Site is required to notify the Community Relations
Representative who in turn will contact the Throop Borough Council
President to inform him of the event. Additional notifications will
then be discussed with Council President. Should any such
non-emergency incident occur which might immediately arouse
community concern, the Community Relations Representative will
contact the Throop Borough Council President and will also provide
information to the local community (via telephone and as soon as
possible, on the web site).
In the event of an accident or an emergency during construction, the
Contractor’s Site Specific Health and Safety Plan for the Marjol
site will be followed. This Health and Safety Plan will include a
chain of notification which will be followed in the event of an
emergency. In addition to local emergency agencies and the Throop
Emergency Management Coordinator, this chain of notification will
include Throop Borough Officials, and Throop Borough residents (when
applicable). A copy of the contractor’s Health and Safety Plan will
be provided to the local emergency agencies.

March 11, 2008 Throop Borough Council Worksession and USEPA’s
Response to Concerns Raised by Throop Borough Council
USEPA, PADEP, and Gould Electronics Inc. attended Throop Borough
Council’s March 11, 2008 Work Session. Throop Borough Council raised
several concerns at that meeting. USEPA responded to those concerns

THROOP BOROUGH COMPLIANCE LIAISON
Throop Borough has hired Cocciardi & Associates, Inc. as a
compliance liaison for the Borough to be present at the Site on a
regular basis and to participate in meetings related to the Site.
